The Project
Disabled people face many difficulties and even discrimination when they seek work. In most countries legislation dealing with encountering this deal with only some part of the employment process. They do not deal with the prepreparaton phase of training for individuals to improve their skills. The assesment methods to assess such individuals skills are either non existent or underdeveloped.
According to the recommendations of the European Council, 18 December 2006, concerning key competencies for Lifelong Learniing member states should ensure key competencies on LLP for all. This applies to disadvantaged groups whose educational potential require support including people with low basic skills, early school leavers, the long term unemployed, migrants etc. We aim to focus on people with disabilities. However the processes used will be documented so that we have a reference guide that can help develop other tests for other target groups.
People with learning difficulties face a number of difficulties in the employment process. Our project focusses on sharing the knowledge and expereince of the partners on how to measure the capacities of people with learning difficulties relating to their potential for employment. There are some legislations covering the employment of people with disabilities that address disability broadly. For instance in some countries employers have to guarantee that they employ a percentage of workers with disabilities. Despite these laws the importance is to be able to evaluate the skills of people with learning difficulties so that appropriate training can be provided. But how can these skills be evaluated?
We want to share knowledge and expereince about the assesment techniques in the participant countries. The project is concerned with exploring the existing knowledege base. We will look to improve test techniques and create new tests. The target group will be people with learning difficulties who want vocational training and want to be employed. The findings of this partnership aim to have a positive impact and improve the employability of the target group in participant countries where there is no offical assessment within the context of this project.
Each partner will translate the assessment techniques into their own language and disseminate the findings in their own countr, including to public authorities, NGOs, media and job centres.
The project will be evaluated by an evaluation team consisting on one psychologist, one measurement expert and one disability expert.
