People with disabilities and special needs have difficulties and barriers to employment that need to be evaluated before receiving vocational training. 

Receiving unappropraite training a person with learning difficulties will impair their effectiveness and effeciency at work. 

People with  learning difficulties require special testing and evaluation methods to measure their capacities, willingness to work, abilities, weaknesses etc. 

An evaluation of people with learning difficulties will prepare them for more appropriate vocational training.
